Some people still do, although usually more in the meaning of a stupid situation. Like, "This is so gay." However, to many people to use "gay" in such a way is considered insulting to the LGBT community.
Certainly if you outright insult someone by calling them gay, you could be thought of as a homophobe, which is a taboo. So you rarely every hear it being used as an insult these days. Definitely you could hear it more often 10, 15, 20+ years ago.
(I can only really talk for western Canada, maybe it's different in areas of the States or Britain.)

In the 80s 90s early 2000s they did quite offen. As brought out to do so would be considered inappropriate and offensive so its rarely used that way anymore. Its possible if you were watching a old video or show you could come across someone using it to say they think something is stupid or weak.
