The region.
The first is a colloquialism typical of Castilian Spanish (the Spanish spoken in Spain).
e.g.
"Te tengo" dicho que "no vuelvas tú solo" a estas horas.
The second is used in Spanish in general (In a neutral form).
e.g.
"Te he dicho" que "no regreses solo" a estas horas.
In the case of Mexico, the expression "Te dije" is also used.
e.g.
"Te dije" que "no te vinieras solo" a estas horas.

@Casuarius No sé si es solo por la región donde me crié, pero aquí en el sur de México, sí se usa aún esa forma de hablar "Te tengo dicho" pero es más usado por las personas mayores. De hecho mi abuelita lo usaba.😊

@lizzie26082015 Antes era muy común que las personas aprendieran el español a través de sus abuelos, por lo que no sería raro pensar que la expresión haya podido pasar entre generaciones a través de una influencia española.

En realidad expresan diferentes ideas.
- Te tengo dicho implica una reiteracion, quiere decir que es algo que la persona ha repetido muchas veces, por eje: "te tengo dicho que bajes la tapa del inodoro"
-Te he dicho, simplemente constata el hecho de que te dije algo en el pasado.
