This is a combination of two things:

don't talk the talk if you can't walk the walk = don't brag about things you can't do; don't say you will do one thing and do something else
honky-tonk = a style of American country folk music

These are very Western american phrases!

Translating the first one: "Hello, miss. Would you like to dance with me?" The phrase you have is coloquial speak out in the southwestern region of the US. The squaredance is a kind of country dance.

2: (this) looks difficult to do. Do you know how to do it?

3: A honky tonk is a country bar or type of country/ragtime music. The phrase you have here is "country speak" for "I wouldn't be doing it if I didn't know how" or maybe even "I wouldn't (X) if I couldn't (Y)..." In this example you have here, it would be "I wouldn't ask you to dance with me if I didn't know how to do it myself" Basically, you can say "I wouldn't honk the honk if I couldn't tonk the tonk" to someone when they question something about you on which you are absolutely confident.
