These are very similar words, but there are a few situations where you’d use one instead of the other.
An example would be when represent is used in a literal sense, as in “She represents the women of her city”. This meaning of represent is similar to a spokesperson.
Symbolize might be preferred when there is an object or idea specifically being spoken about, but represent would also be acceptable. An example of this is “The dove symbolizes purity” or “The dove represents purity”.
