It's a bit confusing/unclear.
I think this may be what you are trying to say:
A 40% discount will be applied to your bag (up to a maximum of $100 off) if you spend over $500 on items from our store.
Note: I am assuming "bag" refers to the item that gets discounted (and not the customer's shopping bag/cart).

Please clarify, when you say "bag" do you mean:
• #1: A literal bag (like a handbag/purse) which the customer is buying, or
• #2: A figurative reference to the collection of items that the customer is buying (like a shopping bag/cart)
?
If the answer is #1 then my answer above should be the correct way to say it.
If the answer is #2 then I am confused by what you want to say.
It does not make sense to me because if the minimum spending amount is $500 then a 40% discount would always be $200 or more, so I don't know what you mean by "40 percent discount until 100 dollars".

Oh yeah, these numbers don't make sense. my bad. If the condition ”spend at least 500$” will be removed, I think it would be correct.
“40% off up to 100$”. For instance, if sth is valued at 400$ it will be reduced by 100$ instead of 160$.

Yeah, I was wondering. That's why I thought you meant a literal bag being purchased and discounted because that was the only way it made sense to me.
"40% off up to $100" is an acceptable way to phrase it then if there is no spending minimum.
Whether the $ goes before or after the amount depends on the country/region. However, in most English speaking countries the $ sign goes before the amount.
Also, in the future, it's better to specify "shopping cart" or "shopping bag".. If you just say "bag" that may be interpreted to mean a literal/physical bag.
