They have related meanings, but grammatically there are differences.
"ABC leads to XYZ" means ABC precedes and results in XYZ.
Not studying leads to bad grades.
Sunny weather leads to large crowds at the beach.
A backache led to me taking the day off.
In the this case "to" is a preposition, and "to blah bah" is a prepositional phrase.
"Leads people to..." means causes people to.
Your attitude leads me to believe you don't care.
A snowy day leads John to think of sledding as a child.
In the case there is no prepositional phrase after leads. Instead there is an indirect object (in this case people, John, or me) then an infinitive (to spend, to think, to believe).
They are different structures but your example sentences happen to have to similar meanings.
