แปด the number eight, in this context it means the eight month
เป็ง the full moon
This festival is related to Buddhist calendar. It is a Visaka Bucha day for central Thai, the full moon day on the sixth lunar eclipse.
แปดเป็ง is the local northern Thai festival. Local north people, so called Lanna, has a different way of counting lunar month from central Thai people. While it is Thai's full moon of the 6th lunar month, it is the 8th month in the Lanna system.

You will also hear ยี่เป็ง, a Lanna style festival to celebrate the full moon on the second month. (ยี่ = two) In central Thai, it is the twelfth month full moon or Loykrathong festival.
