"All day" is its own adjective.
"I am at work all day."
"The store is open all day, from 8am until 8pm."
It's similar to other compound adjective phrases with "all", like "all morning", "all afternoon", and "all night".
"Holiday" is its own noun, so you cannot add "all" before it.
"It will rain for the entire holiday."

Yes, “I can’t, I’m working all day.” is natural and correct.
“All holiday” is unnatural. You could say, “It will be raining through the holiday.” though.
