"Expert" can be used to refer to a person who has expertise in a particular subject.
"Expertise" can be used to describe a person's knowledge or skill level, but you cannot use expertise to refer to a person. Expertise basically means "expert knowledge" or "expert skill" (where expert is used as an adjective).
