What is the difference between passengers traveling internationally and passengers to travel internationally ?Feel free to just provide example sentences.

“Passengers _____ internationally must go to Terminal D, which houses all gates for overseas flights.”

I chose “to travel” but the correct answer is “traveling”. Why??
