English speakers do not say “what is this mean?” We would say “what does this mean?”
English learners are probably just making a mistake.

I think when we say “what does” quickly it can sound like “whaddis.”
Our speaking can be very lazy.

@Lettte the T of what and the D of does can meld together when mumbled. Like this “whatz dis mean. @RobertH86 has it correct though

We say "What does it mean?" not "What is this mean?"

It's probably people saying "what's this mean" (ie what does this mean, but contracted), which can sound like "what is this mean" when you say it fast
