She seems boring means their general state/overall personality. They are a boring person.
They are bored means their CURRENT/AT THE TIME feeling of bored. She seems bored means that she is bored at the moment or time, not that their personality is boring all of the time.

@h0tlikesauce It makes me confused because of -ed and - ing, some cases It changes all meaning but sometimes doesn't, I can't figure rules out

In this context “ing” means at all times. They are a boring would mean they are a boring person ALL OF THE TIME.
“Ed” would mean they were bored in the specific context. They were bored at a certain event, but it does not mean they are a boring person always.
