“In the closest the outgoing President” is referring to Donald Trump who is the president who will be leaving office. (Outgoing) This statement about leaving office is the closest he has come to saying he will admit he lost the election.

@Kawagu-cchan If you take out the adjective “outgoing” and the sentence said “in the closest the president has come to admitting defeat,” would it have made more sense?

I wondered why "the outgoing" follows "the closest". As far as I know, after "the closest",
nouns take place: "closest allies", not the closest the allies

I think in this case the word “time” or “instance” is understood. “In the closest instance the outgoing president has come to conceding defeat.” Here are some other examples of similar use: “That was the closest she came to death.” “That was the closest he had ever come to winning.” “It was the closest they’d ever come to succeeding.”

@Kawagu-cchan I’ve decided this is an overly complicated sentence. This passage could be broken into two sentences. “Donald Trump has said that he will leave the White House when the electoral college votes for Democratic president-elect Joe Biden. This is the closest (instance)the outgoing President has come to conceding defeat. “ Let me know if that helps. Sorry, it’s very complex sentence. The actual verb is “has said” followed by the conjunction “that” which introduces the clause starting with “he”. Then you have another conjunction “when” which introduces the clause starting with “the electoral college”. “In the closest” is a prepositional phrase that begins another clause. (I think). And that’s more than my brain can handle about English grammar!😂 I don’t think it is a particularly well worded sentence.

@Kawagu-cchan The electoral college is made up of representatives from Congress. Each state has 2 Senators and they each receive an electoral vote. Then each state has a number of representatives in the House equal to each states population based on the last census. Each representative of the House receives a vote. This is why some states have more electoral votes than others. To win the presidential election, you must receive half of the total electoral votes. That’s why certain states are called “swing states”. It is important to win the states that have the most electoral votes, because they can “swing” the election in your favor. In 2016, Clinton won the popular vote (most votes of people who voted) but did not win the electoral college vote.The fairness of this process is definitely up for debate.
