To me, it means that it's really emphasizing on that one specific change.

It's not very clear what "one such change" is referring to in this case. I wonder if there is more information that is left out of your question? It could just be referring to something earlier in the text.
For example: Arsenal needed a big change to win the match. One such change came late in the second half when they substituted one of their defenders for a striker.
