Are the letters "TT" pronounced like "T" in English?
I guess so. I mean, Nottingham is pronounced as it were Notingham, isn't it? Or is there a difference?

The ‘t’ is pronounced the same, the difference is in the vowel sound.
When there’s a double consonant, it’s most likely that the vowel before it it short (like the ‘o’ in Nottingham).
Whereas a single consonant often follows a long vowel sound (like the ‘o’ sound in ‘note.’)
Therefore, Notingham would be pronounced ‘Note-ing-um’

In Received Pronunication (the taught accent of English-English), almost always, yes!
In my accent (Estuary/Cockney), it's sometimes replaced with the sound in uh-oh (no-in'um).
In General American (taught version of American-English), it's more like a mix between d + r (e.g. quattro, morte).
Across the world, most people tend to the the /t/ sound for <tt>! So while there are several way to pronounce it, it would be easier to pronounce it <notingham>
