What does 一个星期前 mean?
does this mean one week ago or before a week???

I should say, 90℅ of cases that you use 一个星期前 means "one week ago".
Example:
我一个星期前去吃了烧烤。I ate barbecue one week ago.
上次去旅游已经是一个星期前的事了。Last time having a trip was already a thing one week ago.
I can't come up with example of 一个星期前 means "before one week". For saying "before one week", I'd like say 提前一个星期.
Example:
宾馆需要提前一个星期预订。To book a hotel, should do it one week before (the time you do check in).
