“I should go” is talking about wanting to go to university in the future, while “I should have gone” is talking about regretting not going in the past.

I should go to university
This is something you could say when you are currently not in university, but are thinking about it and you decide it would be a good idea if you go. You can say “I should go to university”
I should have gone to university
This sentence has a regretful connotation to it . For example: Someone who is older and who is regretting that they didn’t go to college , would say “I should have gone to university “ maybe because they see they would have an easier life if that had gone.

'' i should go to university '' means that you are still thinking of going to the university in the future, while '' i should have gone to university '' implies that that is something in the past, you didn't go to the university in the past but now you wish you did
