To me the difference is that, if she’s at a picnic, it sounds like it is an event she is attending—as in she did not plan it herself. It also sounds more like a larger group picnic, like an outdoor family or company party.
On a picnic sounds more like a small gathering, and maybe she planned it or didn’t. If she went with her boyfriend or a few friends for (花見) Hanami for example, I’d say she’s on a picnic.
