I usually hear this from cowboys in televisions. It is kind of similar to the "Aloha" of Hawaii which means "Hello" or "Hi". Though, Aloha contains a deeper meaning. Basically, Howdy means Hello.

Yes, “howdy” functions like “hi” and I think is a condensed form of “how do you do”. You’ll hear it often in cowboy themed shows and movies, but it’s not uncommon to hear it used in some parts of the modern day U.S. South.
