There is no huge difference, they are both synonyms of each other. However, if we’re talking about “submerged” it seems like that object sinked into a body of water or some other liquid.
Soaked however just means “covered in liquid” it doesn’t necessarily mean “sink”

Soaked refers to something that is saturated with water (very wet).
Submerged refers to something that is completely (or almost completely) under water.

Soaked is something drenched in water / extremely wet:
- walking under the rain will result in your clothes soaking
While submerged is something under water or completely covered:
- the ship is submerged under water
