How do you say this in English (US)? Please tell me when do you guys count numbers. for example, when you score on food or something, do you say "I'll give this a 4." ? "a 4" is correct?? another example is, when you give a student some points for a good assignment, do you say "4 points"?

You say " a (number)" if the scale is already understood.
For example, most written food reviews rate the food on a scale of 0 to 5. In those circumstances, saying "I rate this a 4" makes sense to readers/listeners. However, if you are using a scale outside of that standard, you would say "I rate this a 4 out of 10" to let the reader/listener know the range of the scale.
This can apply to assignments as well. If the scale is already known, or easy to figure out (1 point for each correct answer, for example), then the teacher may say "You got a 4 on the assignment". However, some teachers give partial credit, or give bonus points (a non-standard range). In that case, they would clarify "You got 12 out of 15 points".
On tests or homework, the scores are usually written as a fraction to show the possible total: 4/5, 12/15, or 90/100.
