to "pack up an apartment", to me means... you take all your things with you and you are NOT coming back, most likely.
(maybe you would come back to clean though).
they are different things. I would find out the dates. If you have to be completely OUT by Dec 31, maybe you "pack up the apartment" the week before, then come back to clean (when the place is empty). if you are near by.
