It depends on your tone. But you can follow it up with, “If you have any concerns/questions, feel free to ask me.” or something like that :)

In some cases it may sound be rude. Depends on who you are talking to. If you are talking to someone you are close with or someone your age and maybe younger it would be okay.
When taking to someone older or someone you want to sound pleasant to you could say this instead: “does that make sense” maybe even “did you understand that”

It depends on what you were doing. If you are teaching someone something or explaining something, in a place of authority such as a principal or parent, etc then no. If you’re just mocking them then yes. It also depends on your tone of voice and if your intentions are understood by the person. Don’t say it in a stern voice and MOST of the time people will not think you were being rude.
The few times you shouldn’t say this is to people in authority like the police, teachers, parents etc if you weren’t asked to explain something.
