In the movie called Matrix, Trinity she told him Keymaker "you are handy".
Does this phrase have an insulting meaning?

In Japanese, if I say "お前、使えるね"(you are handy) to someone, he will absolutely get angry because it has a meaning to take advantage of him conveniently.
