in the sentence 値段があんまりよくない (price isn't very good), why are we using the が particle instead of the は particle? Isn't price the topic, meaning we should use は?

が instead of は puts emphasis on the subject, 値段。
So, with が、it will mean "Price IS the problem", "Price IS not satisfactory" like, "Yeah, I really like everything about it, but the price, Oh, men!
While with は, simply will state the fact "the price is not very good”. Nothing more or less.

If someone say 値段はあんまりよくない, I would think the speaker thinks the other things are not bad (its look, colour, taste etc) but the price is the only thing not good.
値段はあんまりよくない。でも味はいいね。
