This is only my personal opinion but, bottled water is healthier than tap water. On the other hand, bottled water is cost more than tap water.

"This is only my personal opinion. Bottled water is healthier than tap water. On the other hand, bottled water costs more than tap water."
"But" is used when the second statement contradicts or modifies the first statement. That is not the case here, so I took it out.
In simple present, we say "he/she/it costs"
We don't use "is" like this "is cost"
You could also write
"bottled water is more costly than tap water."
