В этом смысле "кадры" это что-то типа трудовых ресурсов

А и называют. Кадры - подготовленные специалисты. Есть Отдел кадров на предприятиях,,принимающий людей на работу. Кадр - единственное число.Официально не употребляется, а иронично - вполне. Этот кадр отравил мне всю жизнь.Вот, и пойми иностранец, о чём речь.

@brendon good question! We can say кадры when mean hr (Human Resources).
Also the word used to be popular in 70-s. it meant a person. Kind of slang of those times:)
