The “wrong side” of fabric is the side without the pattern— see the folded side of the fabric in this picture!

In knitting, the "wrong side" is the side with purl stitches showing, if you are knitting all your stitches. You usually start your knitting on the "right side," knit 1 row, flip the piece over to the "wrong side," knit 1 row, flip, and repeat.
For this section, it looks like you want to hold your piece so you are looking at the "wrong side." Then you will knit 14 stitches (probably to a marker you have placed), then knit 24 stitches (to another marker), then knit 14 more stitches (to another marker or to the end of this round).
I am not sure what "evenly spaced" refers to in this case.

@silkgrass For knitting, this will depend on whether you are working "flat" or "in the round". If you are working "flat" you knit from one end of the needle to the other, turn the piece over, then knit again from one end of the needle to the other. In this case, "flip" would mean "turn over", like you would with a piece of paper.
If you are working "in the round" you knit in a circle, where the end of one round meets with the start of the next. If you are working in the round, you would need to turn the object inside out to see the "wrong side".
