In this situation, you should use "full of"
Examples:
"Full with" is uses like this:
My hands are full with tasks right now.
"Full of" is used like this:
My hands are full of sugar right now.
The bus is full of strangers.

"full of" is correct.
"full with" is not grammatically correct, the proper phrase for that is "filled with".
so you could say:
"most places are absolutely full of tourists"
"most places are absolutely filled with tourists"

Thank you for your explanation. As for the example: My hands are full with tasks right now, does that mean I'm busy? And does "full with" imply some figurative meaning?
