I know the meaning of 너무 해! When someone did something too over eg scolding his parents. But how do i make it into a question : ISN'T IT TOO OVER? 너무 하는아니야? (correct ?)

If i want to ask ISN'T IT TOO MUCH/MANY (when someone buy too much items) how should i say? 너무 많이 아니야? (correct?)
