Sulla strada is used to say that you are on the road.
“Sono sulla strada del ritorno.”
Per strada has much meaning.
You can say “this morning there was a flock on the road” (stamattina c’era un gregge per la strada).
You can also say “Ricky, sono per strada” “Ricky I am on my way”.
