A primeira é traduzida como "Eu nunca tenho visto neve" e a segunda é traduzida como " Eu nunca vi neve "
Quando se fala de "have" como passado, refere-se a pretérito perfeito composto: Eu tenho comido, tenho jogado, tenho dormido.
E quando não estamos falando de have, é pretérito perfeito simples: Eu fui, eu joguei, eu comi, etc.
I saw = Eu vi
I have seen = Eu tenho visto
