I would say it's the second one.
Simply, the passage is saying that if the technology is unobtrusive, it is considered to be successfully integrated. And the measurement of technology being unobtrusive is how much attention the user pays to the technology. And this is often a result of familiarity.

@gmt1361 It took me about 3 minutes. The wording made it a little challenging, but I knew that because the sentence contradicts what was said earlier in the paragraph, 2 was the only answer that fit.
