'I'd like to speak English well' is like you already know the basics and only needs to improve while 'l’d like to be able to speak English well' you don't know how to speak it.

To me, I'd like to speak English well sounds perfectly fine
When you say I'd like to be able to speak English well , you sound a bit redundant because To be able to is a sentence structure used to talk about "your abilities" , what you can do or not , and the word speak is also all about your skill in speaking that language, I mean , when you say I speak English, you're meaning that : I'm able to speak English..
