I’m not sure what the context is.
This is fine.
‘He asked to shut down the training center for the whole week.’

If you say: to whom
John asked Michael to shut down the training center for the whole week.
The original statement and my statement show John is doing the asking.
They can both mean:
John could be asking someone higher up permission to close the place or asking a subordinate to please have it done.

If it said: He was asked
John was asked to shut down the training center for the whole week.
It changes the meaning to
someone asked/told John to shut down the place.
