They are very similar. “I would like to visit you.” and “I would like to pay you a visit.” In the first, visit is a verb but in the second pay is the verb and visit is a noun. For the second one, you would not have to conjugate visit in any form.

To me, visit implies a friendly or informal get together.
I went to visit my Grandmom in the city.
To pay a visit implies a more sinister act. Or perhaps more formal.
I’m going to pay Joe a visit and give him a piece of my mind!
I need to pay a visit to my grandparents graves to show my respect.

In general, I use visit instead.
If someone says “pay me a visit” that is similar to saying “visit me soon”.
If you say “I need to pay <someone> a visit” this could mean “visit someone”.
However, “pay <someone> a visit” is an expression that could also imply that you are going somewhere to confront someone or are going to meet someone in a way that will be unpleasant for them. (For example on a crime show if the detectives have a lead or some evidence against someone you may hear the detective say “I need to pay <suspect> a visit”).
