There is a slight difference, I think. Both are VERY common to hear.
"Taken a vacation" feels like taking time off work. (This project is killing me! When it's done, I'm gonna take a vacation!)
"Been on vacation" feels like going somewhere away from home. (I haven't seen you around! Have you been on vacation?)

So, with 'have you ~ this year' I understand 'been on vaction' is more common, right?
And with 'I'll', 'take a vacation' is more suitable.
