“He filed a complaint with his company”
It also has a legal meaning in America.
Complaining as a noun is more ... general grievances (or referring to the act of complaining)
“his complaining got him in trouble with his company”
implies that he regularly expresses dissatisfaction about a number of things
the sentence “his complaint got him in trouble with the company” would imply that he had one specific issue or he filed someone formally.

A complaint refers to the situation that is being complained about.
Complaining as a noun is refers to the act of expressing dissatisfaction.
It is also to know that "to complain" (verb) and "(the) complaining" (noun) are two separate things. So "I am complaining" is the present progressive form of the verb, while "there is the complaining" is the noun.

The man had a complaint about the food. (complaints about the ~situation~)
She gave a complaint about how loud the kids were.
There were many complaints about the broken streetlight outside.
The teacher didn't like his complaint. (Teacher didn't like the situation he was complaining about or the fact he had a complaint)
