"Hear hear" is a phrase that means you agree strongly with something that was just said. If you are speaking to a crowd, and they shout "Hear hear", it means that they like and agree with something you said. It is more common in British English than American English, and is somewhat old-fashioned, but it is still heard.
In AmEng, it is more common to say "I hear that!", "Yes!", "Truth!" or "Preach!". These are modern equivalents, but informal.
