Here, why you should pay $425, in spite of the rent is $850? Is this some custom of paying rent in the US?

I would say the two people talking are agreeing to share the room/rent. So the available room would be in a 2 room apartment. Each person is agreeing to pay half the rent and half the bills.

All the bills together would be 850.

It is not normal for the rent price to be different from the list price unless they're adding fees and/or utilities on top of the rent.
It sounds like you would be sharing the room with someone. They say half of the bills which probably means utilities like electricity, water, internet, etc. And that $425 is half of the listed $850.
I don't have enough context to guess on if they have another person they plan to put in the room or if they're assuming you're going to be splitting the room with someone you know.
