It usually happens when you are cold, you suddenly shiver down your body and it is felt in your spine. But in this sentence the person is saying to not let the words make that happen, as when you hear something scary this event can happen as well.
So the person is probably indicating that what they are going to say will maybe scare you, and to be prepared to not get too scared from it.
