Highest price means expensive and, in this case, expensive means sacrifice or giving up of something that is valuable (e.g. love in the example).
For the war to happen, there needed to be 'hate' (emotion). The 'highest price' means it was a big sacrifice. The big sacrifice was the people had to hate others.

BEFORE the Civil War, blacks were seen as subhuman, similar to farm animals. They were often mistreated, but not necessarily 'hated'.
AFTER the Civil War, blacks were seen as threat to whites and were actively hated for this reason.
