Official looking piece of paper refers to something that looks like a legal document or something issued by the government or someone important.
I would use this phrase as a remark because I didn’t expect it. Not to describe a contract or other legal document.
Let’s say I wanted to get a job for the first time. I create a resumé and fill it with lots of resources and contacts. I’ll show it to my friend to see how it looks.
They would be impressed and say “that’s an official looking piece of paper” because they didn’t expect it to look so good for a beginner.
It’s a figurative phrase that isn’t used often.
