"Doesn't turn on." = My phone is broken. Turning on is something that my phone DOES NOT DO.
"My phone isn't turning on." = It did earlier today, so this is a new problem. Darn, I hope it's not broken. Maybe I just need to charge it.

You would say my phone won’t turn on, but the second sentence is perfectly fine. Great job!

"My phone doesn't turn on" -this means that your phone cannot turn on. "My phone isn't turning on." -this means that your phone cannot turn on at this moment, but it could turn on in the future.
