Since I don't know the origin of this sentence, I can't be sure. Why? I don't know what sentences came before, so I don't know if He is one person and 'him' is another. It can easily mean same guy or two people.
= My boyfriend just broke up with me. He told me not to talk to him anymore.
.... we're talking the same guy, boyfriend= He and him.
= Mr. Lee talked to us about the student in detention. He told me not to talk to him anymore.
... Now we mean He = Mr. Lee. him= student.
