consistuency is often used when referring to what's written in a countries constitution regarding rights and laws

@edwardws it's a bit confusing for me😬, for example, the democratic party specifies some constituencies and people who want to vote for republican representative can't vote in those constituencies?

@Amirreza_Mousavi Usually the term is used to refer to the voting public that elected officials answer to. For example: "he fought to pass this law in order to fulfill a promise he made to his constituents". The topic of American political districts is very complicated and above my pay grade, so to speak (I'm not qualified to answer). Before a presidential election, those who are members of a party (democratic or republican) vote in special "primary" elections which determine who will become the main candidate for that party. But there is no rule like you mentioned that restricts people from voting in certain districts. Somewhat related is another important political term -- gerrymandering, which is the intentional organization of political districts so as to influence the outcomes of elections. Hope that helps
