FYI: since they are already dead, they're no longer people but victims, so I recommend changing words.
Why are suicide victims regarded so negatively?
Suicide victims were once regarded as shameful, but thankfully society is beginning to assess and understand mental health issues.

"Why are people looked down on for committing suicide?" - I think this sentence is fine for casual speech and writing. In a formal presentation, I would follow the advice of tca53london.
