If it can cause rage, it can probably be outrageous.

@Jee2 Annoying is less powerful than outrageous, just like being annoyed is less emotional than being outraged.
"He was annoyed that she wouldn't pick up the phone."
"He was outraged that she had wrecked his car on a telephone pole."
For the examples that I gave,
- Prices aren't usually called annoying.
- Annoying behavior would work about the same, but it doesn't sound like the behavior was as bad.
- Calling slow restaurant service annoying would seem less angry than calling it outrageous.

-“The number of people here is outrageous” sounds more natural
-“This is an outrageous outfit” is kind of an insult. If that is your intention this sentence does sound natural.
You could also use outrageous to describe prices.
“These prices are outrageous!”
“Look at these outrageous prices”
