It means you had no money left. You had only 10 cents left in your pocket (and no money anywhere else.) [1 dime - 10 cents] The expression is fairly old, but it was still not much buying-power!

“Down to my last dime” means to the very end of your money. A dime is a US coin worth 10 cents ( 1/10 of a dollar).
If a person says they are “down to my last dime” they are almost out of money. Essentially, this is the last.
A song lyric says “Give you everything you need down to my last dime” (Justin Bieber, One Time). The singer is telling the girl he loves that he will give her all that he has.
