@Gon7a10 On can mean on top of, but we also use on in other ways.
“He is on the bus” He’s traveling by bus.
“He is on top of the bus” He’s literally outside on the roof of the bus.

It depends on how you put ON in a sentence for example:”Can you turn the light ON?” “Let’s get ON this ride.” “Are you ON my phone?”or for the an other example”Are you ON TOP OF my phone?” in this sentence ON and ON TOP OF mean the same thing. Another example is “ Can you put chocolate fudge ON TOP OF my ice cream?”
